My 996 wont start. Turn key , lights come on, press starter button, solenoid clicks but starter does not spin.
Is it a starter ? solenoid ?

Do you have a voltage meter? That will help you troubleshoot a lot quicker.

I will suggest you to check the starter solenoid and make sure the cables are clean. Check whether fuel is passing through the carburetor into the cylinders and make sure that your fuel filter is not clogged.
