I read racer remove the 530 chain and install a new smaller 520 chain and sprocket set. A 600cc bike can have 100 HP and use a 520 chain.
I have a 2009 Ninja 250cc with say 26 HP. I know you can buy smaller chain than 520, but I guess the issue is they don't sell smaller sprockets. Is that correct?

That's most likely correct. You'd have to either have some sprockets custom-made, or have your stock sprockets machined to fit.
