Fastest place to learn how to go fast?

So as we get more comfortable with our rides,  where is the most efficient place to learn better techniques?  $200 track days are not a monthly option for me and I suspect two per year would not be much help.

Proper instruction is the "most efficient place to learn better techniques." You could do as many track days as you want, but if you're simply practicing bad habits, you're not learning anything.

Look for a proper riding school near you, such as Jason Pridmore's Star School,  California Superbike School, etc., and use your time and money as efficiently as possible on riding technique.

If the thought of a track-based riding school gives you pause, there is also Lee Park's Advanced Rider Clinic.

Even though I've been through numerous track based schools, open trackdays and trackdays with instruction, I feel the ARC is a great program for riders of all levels. In fact, I think I would have gotten more out of my first few track schools if I had taken the ARC first.

It should be noted that some trackday providers also have varying levels of instruction, particularly in their Novice rider group. Check with the various trackday organizers in your area.

Are there riding schools fairly spread out around the States? I live in California so availability is not a problem for me, but what is the national scene like?

Yes, there are many riding schools running across the country. Go to the TOC at the upper left and drag your cursor (pointer) across "Riding", then go to "Schools and Organizations" for a complete listing. You can also check out "Track Day Listings" as well.

MSF courses are cheap and if you have not had it yet it will teach you the basics correctly.
There are worse things than death cowardice is one of them.
