Have you tried actually sitting on the Buell XB12scg at a dealership? Much is dependent on your inseam length.

Also, if all you need the bike for is commuting and riding around town, you would be better to start on a smaller machine than the Buell. Every new rider talks about "what about when I outgrow it", but the fact is that by the time your skills get to the point where you want another bike, it wouldn't have mattered what bike you bought in the first place-- you'd most likely be looking to upgrade anyway.

Check with the dealer your working with.

Some bikes can be lowered, but having said that there is only so far they can go before the geometry is messed up and the bike becomes dangerous and un-ride-able (me spelling are almost as bad as be me written   )  The dealer's repair shop should know how low they can go with any of their stock, or if the seat has enough padding to remove some and not negatively effect the ride.  DO not be afraid to ask questions, be a pest, show them your serious, and if they do not know the answer, or feed you a line, find somewhere and someone else to shop for your ride.

Try looking at a Kawasaki Ninja 500R or Ninja 650R.
