Since you are on the Sport Rider forum, I'm automatically going to assume you want a sportbike. What inseam length are we talking about here? All that is really needed is to be able to put the balls of your feet down.

Buell has their Blast and even the XB12Scg is available with a lowered seat height. You can get a aftermarket saddle that gives you an inch or thereabouts here and there. Finally, as a last resort you can have just about any bike lowered.

As your first reply asked-What's your inseam?
Mine is 29" so my legs are short.  I ride a '96 Honda 900RR
I think the seat height is 32" stock.  I got a Corbin seat,
it is lower and more importantly not a wide as a stock seat
really helps ALOT.  I know how tough it is when you have to keep wondering about comfortably being able to touch the ground.  But then it is good too-you just want to keep on riding and never stop!!
Good luck,
Len

the kawi ninja 250 & 500 have low seat heights, so until you learn how to one-foot your landings, you are either stuck with one of those, or having the bike you really want lowered, which will hurt handling.
